Del 19 al 21 de enero, la Autoridad Mar\u00edtima de Panam\u00e1 (AMP), a trav\u00e9s de la Direcci\u00f3n General de Marina Mercante (DGMM), en coordinaci\u00f3n con entidades especializadas, realiz\u00f3 un intercambio t\u00e9cnico y operativo con la Guardia Costera de los Estados Unidos (USCG), conocido como \u201cPort State Control Subject Matter Expert Exchange\u201d.\u00a0<\/p>\n\n\n\n

El Administrador de la AMP, Ingeniero Luis Roquebert, enfatiz\u00f3 que esta iniciativa va m\u00e1s all\u00e1 de una agenda t\u00e9cnica y representa un compromiso conjunto para fortalecer la seguridad mar\u00edtima, el cumplimiento regulatorio y la gesti\u00f3n operativa internacional, elementos claves para la protecci\u00f3n de la vida humana en el mar y el medio ambiente marino.\u00a0<\/p>\n\n\n\n

El Ingeniero Roquebert resalt\u00f3 adem\u00e1s que Panam\u00e1, como Estado Rector del Puerto y Estado de Abanderamiento relevante, asume plenamente su responsabilidad dentro del sistema mar\u00edtimo internacional, se\u00f1alando que el Control del Estado Rector del Puerto es una herramienta esencial para asegurar que los buques que operan en aguas nacionales cumplan con los convenios internacionales y los m\u00e1s altos est\u00e1ndares de seguridad y protecci\u00f3n ambiental.\u00a0<\/p>\n\n\n\n

La delegaci\u00f3n paname\u00f1a est\u00e1 integrada por inspectores especializados de la secci\u00f3n de Control del Estado Rector del Puerto de la DGMM y personal de la Direcci\u00f3n General de Puertos e Industrias Mar\u00edtimas y Auxiliares (DGPIMA), as\u00ed como representantes de la Autoridad del Canal de Panam\u00e1 (ACP) y del Servicio Aeronaval Nacional, fortaleciendo con ello la supervisi\u00f3n operacional y el intercambio de experiencias entre ambos pa\u00edses.\u00a0<\/p>\n\n\n\n

Por su parte, Braden Rostad, Oficial de Enlace de la Embajada de los Estados Unidos de Am\u00e9rica en Panam\u00e1, agradeci\u00f3 la invitaci\u00f3n y destac\u00f3 el liderazgo de la AMP, as\u00ed como el fuerte esp\u00edritu de cooperaci\u00f3n bilateral, cimentado en la protecci\u00f3n de la vida humana en el mar, la preservaci\u00f3n del medio marino y el respeto a los est\u00e1ndares internacionales.\u00a0<\/p>\n\n\n\n

El Director de la DGMM, Ram\u00f3n Franco, indic\u00f3 que las sesiones permitieron analizar enfoques, comparar metodolog\u00edas y compartir lecciones aprendidas, con el objetivo de armonizar la implementaci\u00f3n de instrumentos internacionales y promover pr\u00e1cticas que mejoren la seguridad, protecci\u00f3n y eficiencia del transporte mar\u00edtimo en aguas nacionales.\u00a0<\/p>\n\n\n\n

Finalmente, David Miranda, Jefe Interino de la Secci\u00f3n de Control del Estado Rector del Puerto de la PMA, reconoci\u00f3 el papel de la USCG en la promoci\u00f3n de esta iniciativa y afirm\u00f3 que este intercambio marca el inicio de futuras colaboraciones orientadas a consolidar la cooperaci\u00f3n institucional, la confianza mutua y la adopci\u00f3n de est\u00e1ndares internacionales de excelencia.\u00a0<\/p>\n\n\n\n
